Well known for its history as well as scenic mountain vistas, North Carolina is a state in transition. In recent years, the State’s economy has shifted from an agricultural to a manufacturing base, and key products include textiles and wooden furniture. Charlotte, the state’s largest city, is the United States’ second largest banking center. The State also boasts many highly regarded universities and research centers.
The North Carolina Department of Health and Human Services works to ensure the public health and assist North Carolinians in need of assistance. The Department works in local offices, schools and hospitals throughout the state’s 100 counties.
The Division of Information Resource Management provides the Department with technological leadership, dependable service and efficient operations to enable the effective use of resources. The Department was having problems with the collection of child support payments and locating absent parents. They initiated a project to have the Division automate and ease the process.
Modis assisted the Division automate the process of collecting child support payments by establishing a statewide computer system called the Automated Collection and Tracking System (ACTS). This system receives and shares data with more than 30 state, federal, and private agencies. Our consultants developed the system using mainframe technology (COBOL, CICS, DB2, and Telon). ACTS eliminates the need for manual processes, which has saved the Department thousands of dollars by ensuring that work is completed in a timely fashion and has minimized redundant work efforts.
