Modis breadth of skill levels supports North Carolina DOT project Client Overview: State of North Carolina Well known for its history as well as scenic mountain vistas, North Carolina is a state in transition. In recent years, the State’s economy has shifted from an agricultural to a manufacturing base, and key products include textiles and wooden furniture. Charlotte, the state’s largest city, is the United States’ second largest banking center. The State also boasts many highly regarded universities and research centers. The Modis Solution: Assist project development with technical expertise at all levels The North Carolina Department of Transportation provides and maintains the state’s aviation, ferry, public transportation, rail, and highway systems. Together, these systems make up the United States’ second-largest state-maintained transportation systems. The Department also licenses and regulates citizens as well as the motor vehicles utilized for these various transportation systems. The Department’s Highways Division wished to automate current paper-driven and manual processes as well as offer more timely information. Ideally, the new system would enable prompt payments to contractors; integrate construction, materials and testing functions; and other more efficient operating procedures. The Division required assistance with developing an application to meet these goals. The resulting Highway Construction and Materials System (HiCAMS) is a Client/Server application that supports construction administration, field operations, and material testing within the North Carolina Department of Transportation (NCDOT). The system is a custom software solution developed using PowerBuilder on a Sybase backend database. Modis provided multiple consultants as the project progressed, including high-level developers participating in system design, testers involved in quality assurance, as well as trainers and technical writers to develop a training program for the new application. Modis also assisted a Department initiative to create a system that allows North Carolinians to get duplicate licenses through the Internet. We provided senior-level programmer analysts experienced with the Department’s mainframe system that uses COBOL, CICS and DB2.
