The Atlantic Ocean, Washington D.C., and the states of Maryland, North Carolina, Tennessee, Kentucky and West Virginia all border the Commonwealth. Virginia’s population exceeds more than 6.5 million, and major industries include manufacturing, high technology, agriculture, exports and tourism.

The Modis Solution: Assist with development of web-enabled enterprise application

Virginia has the third largest state-maintained highway system in the country behind North Carolina and Texas. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. And, through the Commonwealth Transportation Board, the department also provides funding for airports, seaports, rail and public transportation.

Unlike many states, the department is responsible for the development and maintenance of all its own roads. The client needed a system that would forecast budgetary expenses and resurfacing efforts for all its plant/mix materials. Modis assisted the client with the development of the PMSS (Plant/Mix Scheduling System), the first web-enabled enterprise application at the department. This system assists the department to make deadlines for scheduled publishing for contract bidding with 98 percent forecasting accuracy. The system was written in ASP with a SQL Server back end.

Modis consultants developed both the functional and technical requirement. Our consultants were responsible for all development, testing, and documentation, and completed the work within an eight-month period
