Under general supervision, this position is responsible for planning, scheduling and administrating proposal efforts, including editing segments of proposals. Ensures proposals are developed in accordance with the request for proposal (RFP) specifications and Company standards. Participates in the collection and accumulation of appropriate cost, schedule, and technical volumes. Documents findings and communicates results to proposal and management staff when required. Interacts with internal personnel and may interact with external personnel. Participates in cost and pricing reviews with management and customer representatives. May provide input to management on short- and long-term proposal planning. Works with functional groups to receive and incorporate edits and comments.
 
Job Duties:


  • Develops and edits non-technical sections of proposals, including price/cost and management sections, and assists technical authors in maintaining requirements.
  • Participates in cost and pricing reviews with management. Ensures that proposals are well written and meet RFP requirements and Company standards.
  • Assist with preparation of research and promotional material, including marketing brochures and displays, describing the organization’s various projects and technical capabilities.
  • Create technical presentations.
  • Maintain submittal archives for both hard copies and soft copies.
  • Participates in cost and contractual strategy meetings.
  • Identifies proposal issues and inconsistencies; recommends strategies and solutions.
  • Develops pre-proposal and proposal-related drafts, compliance matrices, information requests, action items, quotation letters, and final proposal submittals. Uses existing information to develop first-draft documents as required.
  • Uses knowledge of general principles to create proposal layouts and make recommendations.
  • Participates in developing recommendations for changes in proposal policies and standards, and maintains various electronic databases.
  • Maintains the strict confidentiality of sensitive information.
  • Maintains version control over a number of document types; reconciles, synthesizes, and adjudicates reviewer edits and comments.
  • Performs other duties as assigned or required.

Qualifications
Typically requires a bachelor’s degree in English, Journalism, Technical Writing, Rhetoric, Business or related discipline and three or more years of progressive professional commercial or government proposal experience. Equivalent professional proposal experience may be substituted in lieu of education.
•Ability to meet deadlines under pressure in a fast-paced, project-based work environment.
•Proficient in Microsoft Office Suite is a must.
•Experience with MS Project and MS SharePoint is desired.
•Must have a general understanding of proposal concepts, principles and theory; knowledge of Federal Acquisition Regulation (FAR) and related governmental rules and regulations; and experience demonstrating a broad and practical application of those principles, concepts, and practices.
•Must possess the ability to understand new concepts quickly; apply them accurately throughout an evolving environment; organize, schedule and coordinate work phases; and, determine the appropriate approach at the task level or, at the project level to provide solutions to a range of moderately complex problems.
•Must have strong communication, computer, documentation, presentation, and interpersonal skills, the ability to work independently and as part of a team; able to perform moderately complex tasks in one technical proposal area; and, lead a team of less experienced support and/or professional employees on semi-routine tasks.
•Able to work extended hours and travel as required.

•Knowledge of formalized proposal processes.
•General knowledge of US military organizations and work practices.
