MUST:

  • Infrastructure Experience:

    • Develop software applications for three-tier infrastructure with load balancing on presentation and application tiers.

    • Develop, test, and debug code using .Net technologies and XML.

  • Database Development:

    • Proficient in relational database development (Oracle and/or SQL Server).

    • Develop database-side objects like data tables, stored procedures, triggers, etc.

  • Systems Development Expertise:

    • Use client-side libraries (Bootstrap, Angular JS, JQuery, JavaScript), HTML5/CSS3.

    • Produce functional requirements for reports based on client-specific requirements.

RESPONSIBILITIES/DELIVERABLES:

  • Application Development:

    • Code enhancement implementation in Visual Studio.

    • Document code changes as per standards.

    • Perform unit testing and collaborate with design and testing teams.

  • Knowledge Transfer:

    • Transfer knowledge to Ministry staff through 1-on-1 sessions, emails, and document updates.

MINIMUM REQUIREMENTS:

  • Skills and Experience (2+ years):

    • Source control systems.

    • Developing, testing, and debugging .Net and XML code.

    • Troubleshooting and remediating performance issues.

    • Reusable software components.

    • Building and deploying applications automatically.

    • Diagnosing application issues remotely.

    • Analyzing requirements for system enhancements.

    • Proficiency with desktop and web-based tools.

    • Configuration and administration of operating systems.

    • Collaboration with diverse teams.

KNOWLEDGE TRANSFER:

  • Timing:

    • Completed one week before project end or consultant departure.

  • Content:

    • All deliverables checked into designated repositories.

    • Regularly inform project manager and staff of documentation locations.

    • Knowledge transfer through 1-on-1 sessions, emails, and document reviews.

SOFTWARE DEVELOPMENT:

  • Troubleshooting and Remediation:

    • Experience handling application issues, including performance problems.

    • Contribution to reusable software components.

    • Development for multiple web browsers.

    • Developing applications using a relational database.

TECHNICAL SKILLS:

  • Proficiency:

    • Use of desktop and web-based tools.

    • Developing, testing, and debugging .Net and/or XML code.

    • .NET framework (4.0+), ASP.NET, MVC, Entity framework, etc.

    • ASP.NET development with C#, JScript, CSS, ensuring WCAG AA compliance.

    • Configuration and administration of operating systems.

    • Strong experience in XML.

    • Database development (Oracle and/or SQL Server).

    • Client-side libraries (Bootstrap, Angular JS, JQuery, JavaScript), HTML5/CSS3.

    • Development with web accessibility and security best practices.

    • Excellent analytical, problem-solving, and decision-making skills.

    • Verbal and written communication skills.

    • Interpersonal and negotiation skills.

PUBLIC SECTOR EXPERIENCE:

  • Sector Familiarity:

    • Experience in the public sector, especially with education ministries, is beneficial.

    • Knowledge of government methodologies, processes, and security standards is an asset.
