Our client in the transit industry is seeking a Senior Business Analyst for a 6 month contract with a possible 6 month extension. The Business Analyst will help effectively address fare evasion, among many other measures. Our client relies on the work of Revenue Protection’s Fare Inspectors (FI). FIs educate Customers, inspect Customers’ fare media and if they suspect that a Customer has violated fare infraction by-law, issue fare infraction tickets.

Currently, Revenue Protection lacks the technology to electronically issue, process, manage, analyze and transfer fare infraction tickets. The purpose of the Mobile Ticketing project is therefore to deliver the Mobile Ticketing solution for Revenue Protection which would, as an overview, help to create and issue fare infraction tickets electronically using a smarephone-based mobile app and wireless mobile printer, collect, process and store fare infraction ticket data, provide analytical and administrative functionality, and communicate with Toronto Court Services.

The Business Analyst will be a key resource, analyzing and preparing relevant documentation to support the project including current and future states and gap analysis, requirements, solution and process modelling. He or she will work closely with the business day-to-day in order to help deliver on the Mobile Ticketing initiative.

Description of Duties / Scope of Work:

Reporting to the Manager – Business Architecture, and taking day-to-day work direction from Revenue Protection management, the Operational Business Analyst will be responsible to:

  • Perform business model/program transformation from documenting current business processes, performing gap analysis, and recommending target process, establish transformation roadmap for fare inspection model.
  • Collect and document detailed business requirements from business partners, support the business development of business stratgegy, business case for Revenue Protection
  • Extensive consultation with business, City agencies and members of community organizations to incorporate system-wide anti-racism strategy including organization change management and collection of race-based-data
  • Support business to transform the Fare Inspector training program in responding to AG reports and Ombudsman Toronto Enquiry Report.
  • Develop operational procedures, documentation and materials to support the business transformation
  • Support coordinating and maintain the Revenue Protection annual workplan
  • Assist with other Revenue Protection projects and/or initiatives as needed and other duties as assigned
  • Provide timely project updates; prepare and give presentations
  • Prepare and modify documents using Word, Excel, PowerPoint and Visio
  • Organize and attend project meetings and prepare meeting minutes
  • Mandatory Skills / Certification:

  • University degree or college diploma in a related field (e.g. – Law Enforcement, Adult Learning, Business or Change Management) or equivalent experience
  • Minimum 5 years professional experience as Business Analyst or equivalent experience in law enforcement, revenue protection and/or revenue inspection units in public transit agencies.
  • Demonstrable experience with the analysis and implementation of time and attendance solutions, in addition to other IT and IT-related systems
  • Ability to collaborate with stakeholders across a large organization to collect and analyze business needs and make value-driven recommendations
  • Excellent communication skills; Ability to act as a liaison between several groups
  • Strong organizational, analytical and problem solving skills
  • Knowledge of MS Project, Word, Excel, PowerPoint, Outlook, SharePoint, Visio
  • Other Skills / Certification:

  • Ability to work in a fast paced environment on multiple projects
  • Developing training documentation and/or standard operation business processes and work instructions
  • Analysis and implementation of e-ticketing / mobile ticketing solutions pertaining to fares/fines/warnings/citations is an asset
  • CBAP, PBA and/or PMP certification is an asset
  • Public Service and Transit experience is an asset
